Facility Standards

Chapter 13.40.40 refers to facility standards when keeping “livestock”, including shelter size, sanitation, security, and property layout.

What does it take to lawfully keep goats in Portland?

The rules of keeping goats within the city limits of Portland are governed by Portland City Code Title 13, chapters 13.40.020 through 13.40.040.

Spatial/lot size requirements are designated by the size of the goats; whether they are a miniature breed or a “large”, full-sized breed.

Miniature Goats

Chapter 13.40.20, paragraph C, refers to miniature goats.

  1. Up to 3 miniature goats may be kept on any-sized lot.

    Up to 5 miniature goats may be kept on lots sized 10,000 square feet and larger.

    This limit can be temporarily exceeded for baby goats who are still nursing, but no longer than 12 weeks from birth.

    Any number of miniature goats can be kept on lots sized 20,000 square feet or larger, and only if the lot is allowed for agricultural use through Title 33 Zoning or other approval.

  2. You must produce documentation proving each goat is 100 pounds or less and recognized as a miniature breed, upon request from the City Administrator.

Standard-Sized Goats

Chapter 13.40.30, paragraph A, refers to standard-sized goats.

Standard-sized goats are considered under “large livestock” under the Portland City Codes.

Large livestock may only be kept on lots sized 20,000 square feet or larger, and only if the lot is allowed for agricultural use through Title 33 Zoning or other approval.

  1. Two standard-sized goats may be kept on lots sized 20,000 square feet and larger.

    One additional goat is permitted for each additional 10,000 square feet above the initial 20,000 square feet.

    Additionally, it is unlawful to tether a “large livestock” animal or allow them to roam within 50 feet of any building used as a residence or any commercial building where food is prepared, stored, or sold.
